Collar isn't proportional to the vest

I'm 5'3", 125 lbs, average build and ordered this vest in a size small. It fit well around my hips and bust and the overall length was proportional, but I decided to return it because of the collar. It's very tall! I don't think I have a short neck, but the collar of the vest hit above my jawline and rubbed my face. I loved the look and fit of the vest otherwise, but the collar would have driven me nuts.
