Scratchy and too tight

This is not what I expected. It is extremely tight, scratchy and has a strong chemical smell to it. I would have returned it immediately, but it is now marked as final sale which I must have overlooked when I ordered it. I was not aware of that and I will be more careful with ordering anything at Backcountry.com in the future. I'm very disappointed.
